One more thing worth a note is that after deploying your custom workflow solution, you need to a service reset for the three services as commands below in order:
- Net stop SPTimerV4
- Net stop ProjectQueueService14
- IISReset /stop
- IISReset /start
- Net start ProjectQueueService14
- Net start SPTimerV4
